What exactly IS a Mobility Plan? And why does my community need one?

A Mobility Plan is a policy document that communicates the vision for the movement of people and goods. It identifies how people move from place to place and ways that goods are transported. To begin, traffic data is collected and information is gathered to understand travel behavior. After analyzing land use and forecasting future travel demand, different strategies are proposed and evaluated.

The Mobility Plan is developed through a collaborative process, to include views of the people who live and work in the community. Public feedback is an important part of the process, as it reveals locations needing improvement and identifies how the community wishes to function. There are opportunities for public input throughout the development of a Mobility Plan: you can participate by attending a city or township meeting, getting involved with a county or regional planning committee, or giving your comments as part of a statewide planning initiative.

The Mobility Plan is a strategic guide that reflects community priorities and goals to safely integrate public transportation, vehicle traffic, bicycling, scooters, and walking. Mobility solutions may include “multimodal” projects, connecting two or more travel modes to improve efficiency and ease of travel. New mobility technology may also be incorporated, especially for communities that welcome autonomous vehicles, parking management, and systems to reduce congestion. As communities grow, the Mobility Plan serves as a performance-based tool to help achieve desired mobility outcomes.

By developing a Mobility Plan, your community will have actionable steps for the short- and long-term; with clear investment priorities, policies and strategies. Your community will have a method to prioritize, fund, and implement transportation solutions. Expressing your views as part of the public participation process ensures that your voice is heard and that you have mobility options that meet your needs.
